Seen this before, but it's a classic 
Some of the places I have lived though...ya try that shit, they pull ya out the car and beat your ass.... 
Officer has nerves of steel, for sure.

Another reason why these cameras inside police vehicles are great helps insure that they do things by the book.

Where I'm from this is when the camera gets flicked off (sometimes by disconecting the car battery)... but then the guy getting the ticket is white... so who knows.
